Helm Chart for automated BackupUser & BackupCollection creation

In order to be able to massively configure instance we can create a Helm Chart that would have default values propagated to each user and collection and a possibility to override per user and per collection.

This Helm Chart could be additionally described on how to use with ArgoCD and ArgoCD ApplicationSet.
