In addition to offering an installer for RD, it'd be useful in some cases to also have a portable version for use on USB drives, etc. This version could simply be run from any location, but downloaded programmes/settings would also have to be stored in the same location (to keep it portable).

This seems like it would be doable - would need changes to the code which works out the database paths and downloads would have to have relative rather than absolute paths stored in the database, but neither of those would be impossible.
Would also probably need some kind of wrapper to handle the scenario of the application being run without the correct .NET framework present.
