As a user or consumer (which could be another machine), I need a gRPC API to query compliance results.

This API is specific to gRPC until we determine what the appropriate OSCAL REST API implementation looks like.

Acceptance Criteria:

Must provide a gRPC endpoint that returns compliance results
Must have an end-to-end integration test that provides compliance results from an actual OpenShift scan
Must have API documentation generated and published
