Subject: [PATCH] [#2204] Remove unexpected title (#2206)

Remove unexpected title

Adding a title.md to the public folder has caused the title feature to
become opt-out instead of opt-in. This is not the intended way for the
title feature to be used.

Let's remove the title.md file.
