Force docker buildx to build OCI compatible images #1829

Currently the code in the docker build section of cog does not specify the format to use and delegates this responsibility to the host platform

Line 42 in eae972d

"--output", "type=docker,rewrite-timestamp=true")

I would suggest we use --type=oci to be more compatible with a wider range of products (or allow the type to be defined in as a user argument).
