Unnecessary creation of config option emit_filing_account_metadata

In 7f387c3, we introduced a config option emit_filing_account_metadata. It seems to me that the config option is redundant with the presence of filing_account in the configuration itself. After all, presumably the user is only putting that in their config if they're running into an issue with information being put into the wrong places.

Am I missing something? (I've been bit by #97 myself. ☹ )
