[BUG] --cc-users not being passed to --define-cloud as it should.

Yet:

# quads --ls-cc-users | egrep "cloud50|cloud51"
cloud50: []
cloud51: [] 

--mod-cloud does add them however after the fact but the --cc-users will miss the initial pre future notification.
