Purge cache when topic (partition) is deleted or recreated

...as offsets cached when observing previous topic will be no longer needed for deleted topic, and invalid for newly re-created topic.

Note: detection mechanism may rely on aligning offsets to timestamps, or perhaps a change to a topic identifier that should otherwise remain stable, see KIP-516.
