I suggest a place on the Workrave github page and/or web site with download links to the newest version of Workrave confirmed to run on each version of Windows. Workrave is a basic tool that people might find useful to have on older versions of Windows, either on virtual machines or on physical computers.

I did keep an archive of various versions of Workrave and I will look at it.

From my own use and testing.

Windows 95, Windows 98, Windows Me and Windows NT 4.0: Workrave version 1.6.2.
Windows 2000: Workrave version 1.9.1.
Windows XP (and Windows Server 2003): Workrave version 1.10.44.
Windows 7 and newer: Workrave version 1.10.51.1 and I assume Workrave 1.11 Beta 7. I haven't used the beta yet.
