Meteor 1.3 introduce a lot of new improvements such as app testing and npm integration out the box

I tried getting it up and running but it broke every jquery plugin I had, so I decided to move on ftm.

Nevertheless, a fully working PR is more than welcome! :)

I also recommend to add a constrain version of any package you add to maintain consistency across different environments
