Remove enquiries form(Web) #263

Context

Currently, when a sys admin navigates to the forms section, there are two forms available

Given that a sys admin has logged in successfully and clicks the Forms Tab.
He should not see the Enquiries link
He should not be able to navigate to the forms page by typing the url directly into the browser.
Tech Task
Completely remove/delete the Enquiries form from the RapidReg settings
