User is currently unable to see or change score threshold. Under system settings, the user can only see whether enquiries are enabled or not. The user should not be able to see this (the ENABLE_ENQUIRIES flag)

Currently, when a system admin navigates to system variables under system settings. They are able to manage the Score_Threshold variable
