This is an edge case when Rancher is connected to the internet and the cluster is configured to pull from a private registry that does not have the latest images. The customer is trying to upgrade RKE2 without upgrading Rancher since Rancher already has metadata for the latest supported RKE2 in their upgrade versions dropdown. However the private registry is missing some of the images that are not part of the published image list.
