Describe the bug
Import layer option is enabled in the legend, this isn't the case on prod.

To Reproduce
Steps to reproduce the behavior:

  1. Open legend
  2. See + button

Expected behavior
Match prod?

Thought we had tackled this one earlier on - definitely want to turn this off.
