New major release of Mojolicious is out. We need to upgrade to it and de-bitrot anything that breaks.

We are currently at 7.31 in Build.PL - latest is 8.5.6 (https://metacpan.org/release/Mojolicious).

If we update the Build.PL and test locally, what steps do we need to take on the site for a smooth transition?

Note: Ideally we should update to Raku tooling instead of perl.
