The small roboport can dump more power into the robots than it can recharge, meaning it will eventually run out of power while still connected to the power grid. Once this happens it will only recharge the first few robots, and the last few will be stuck waiting for a charge while all the other robots in line after it get charged up ahead of it.
It has a robot recharge rate of 8x3 = 24 MW, but an internal buffer recharge rate and max consumption of only 12 MW, my suggestion is to change this to 24.
