Adds my_static_costs overrides for QubitCount cost for bloqs which don't support symbolic decomposition

This is necessary for supporting symbolic analysis of qubit counts. An example in this direction is #1414

And a helper function to compare the qubit count expressions to manually-counted qubits from the decomposed bloq (for cases where the decomposition is indeed possible)
