Hello everyone,

I downloaded Qgis version 3.38 but I can't use the plugins because it tells me that the repository is not available.
I tried to download 3.34 but the problem persists.
Does anyone know how to solve it?

@FArcheo, I don't see any issue with the QGIS's plugins repository using either QGIS 3.38 or QGIS 3.34 on Windows.
What it the Operative System on which QGIS is installed? Does the Internet connection of your system rely on a proxy? If yes, have you properly set the proxy configuration of QGIS? Can you see the plugins' list browsing the URL https://plugins.qgis.org/plugins/plugins.xml?qgis=3.38 with a Web browser on your system?

Otherwise on Qgis I can use an other repository that is property of the Italian Minister and this is currently working.

As you suggest it can depend on the proxy because the problem happened with a new connection via Lan in the new office. I've cheched and I've tryed all the proxy options but I was not able to solve the problem.
Can you please reccomend me how to set the proxy? I've checked for some tutorial but I cannot find the solution..

Can QGIS connect to any Internet resource, for example to the OpenStreetMap XYZ Tiles connection?

The QGIS proxy configuration is explained in the Desktop User Guide / Manual at https://docs.qgis.org/3.34/en/docs/user_manual/introduction/qgis_configuration.html#network-options

You need to ask the IT department what are the correct host and port and username and password to set in order to correctly use the Proxy, if any. If the Proxy configuration is properly set on your system, then setting the Proxy type to DefaultProxy should make QGIS able to connect to Internet. Anyway if you have already actually checked and tried all the proxy options, then I suppose QGIS will not be able to connect to Internet even setting that option.

Qgis can connect to the Internet resources as wms for example, and I can use other repository as shown in the image.
We do not have an IT department and unfortunately the pc shop is closed for holiday so i can not ask... I've seen the tutorial and tried the proxy way (trial and error) but I was not able to solve the problem.
Still, I do not understand how is it possible that the other repository work and the official don't.

@FArcheo, please try if the issue occurs also using a new QGIS user profile.

If QGIS can connect to the OpenStreetMap XYZ Tiles server and every other Internet server not internal to your office organization without setting any Proxy configuration in QGIS, then I think it is very likely that the system is not behind a Proxy and then you don't need to set any Proxy configuration in QGIS.

You can use the Debugging / Development Tools panel in order to look at the QGIS's network connections ad find what are the networking errors when QGIS tries to download the plugin list.

I was able to fix the problem changing the DNS features of the ethernet connection after a lot of trials.
But it worked for a bit and now is not working again.
I don't know how to solve the problem
