Documentation is missing, package purpose not very clear

I discovered this package this morning, as it was referred to by https://github.com/pytroll/pytroll-aapp-runner/pulls. Monitoring sounds good but I don't understand what exactly this package does, as monitoring can mean many different things. Is this intended to be generally useful or does it interact with specific software run at SMHI (maybe Op5 Monitor?)? This is not clear from the example configuration file or a brief look at the source code. An extended README or small tutorial would be useful so potential users can determine whether this package is something they could use.
