🐛 Describe the bug

Setting 1.2+3.0j to fill argument of RandomRotation() gets the indirect error message as shown below:

from torchvision.transforms.v2 import RandomRotation

RandomRotation(degrees=[-90.0, 90.0], fill=1.2+3.0j) # Error
                                    # ↑ ↑ ↑ ↑ ↑ ↑ ↑

TypeError: 'complex' object is not iterable

So it should be something direct like as shown below:

TypeError: 'fill' argument of RandomRotation() must be int or float

Versions

import torchvision

torchvision.__version__ # '0.20.1+cpu'
