recommendation for hatch + github actions test matrix

I'm looking to set up CI/CD with pytest and codecov for my project. Github actions offers a way to define a matrix of docker environments to run like so

    name: Docker | GDAL=${{ matrix.gdal-version }} | python=${{ matrix.python-version }}
    container: osgeo/gdal:ubuntu-small-${{ matrix.gdal-version }}

      fail-fast: false

        include:

          - python-version: "3.7"
            gdal-version: "3.1.3"

and so does hatch. Is it best practice if we're using hatch in our ci/cd pipeline to let hatch manage the test matrix instead of gh actions?

I would use the CI matrix and let Hatch default to creating env using python on PATH.
