What steps will reproduce the problem?
1. Ask developers if they find bugs.python.org tracker a convenient tool
2. Gather real-time stats about how tracker features are used
2.1 See if it will be useful to promote module field
2.2 See if it will be useful to limit issue types to 'bug', 'enhancement' and
'regression'
What is the expected output? What do you see instead?
I see that people find tracker hard to use in their process. Tracker should
stay out of the way.

find issues that doesn't have cross-platform behavior, like

Proposed solution - add user tags. tag:console, tag:cross-platform
