What steps will reproduce the problem?
1.There is no entrypoint to start with Python Wiki development
2.It is unclear where to get the code
3.Unclear how to test changes locally and where to upload them

What is the expected output? What do you see instead?
Need instructions how to hack design and features without direct server access? 
Also description of how Wiki is maintained.

1. codebase (is it in VCS? does it contain custom patches?)
2. config files (put them into VCS)
3. additional plugins, customizations (move to VCS too)
4. themes
