Upgrade MoinMoin to latest version

http://wiki.python.org/moin/SystemInfo is currently at version 1.7.1 while the 
latest MoinMoin is 1.9.3 Upgrading provides bugfixes and new a way to do 
customizations on a fresh instance.

1.8 adds <<WikiConfig>> macros to identify outdated wiki configuration.

The new MoinMoin version as of today is 1.9.3, which seems to be a result of 
system upgrade by Martin v. Löwis -
