Define process to maintain custom patches for python.org software farm #10

What steps will reproduce the problem?
It is hard to upgrade Wiki and Tracker software with patches directly committed 
over the copy of software sources.

Please provide any additional information below.
It should be possible to move python.org specific customizations to Mercurial 
Queue.
