Can't call this as an issue, maybe it's better to discuss first.

The first thing:

Action item just leads to manifest details and don't do anything more. You can't go to read the docs from there for example of figure out how to fix this.

Next thing:

This actually can be call-to-action button if you have not 26/26 scores and say "fix your manifest" or "improve your manifest" and be in accented color.

And last but not least:

These items can be _blank links to the docs/MDN to lead newcomers on the right source.
