How to create communications?

I'm a sysadmin with very little programming background. I've been assigned to create a sample RCS (rich communications services) chatbot working.

After looking online, this project seems to be the only rcs-chatbot online and just what I need! I've put the sample code it provides, ran it, and it seems to start a server-side on localhost:5000. If I visit the link it says Method not allowed which leads me to believe it needs some client to communicate. I wasn't able to make much out of the readme as to how to actually create communications.

May I ask how to actually create communications? What's missing? Huge thanks ahead!
