Create monitoring to confirm that backups are happening

This came up on a call with @acozine , @maxkadel , and @kayiwa on #407 . We should monitor the backup process to confirm that it is running, and that we have recent backups with a reasonable amount of data in them. It should alert us if backups aren't working as expected, so we can fix it before we really need them!
