the question has changed over time so we need to reconcile the differences
We'd like to add a variable for whether a worker receives a fully subsidized transit pass because this question has had broad interest from planners. The problem is prior to 2023, the question was called benefits_3, and in 2023 was called commute_subsidy_1. Also I think the available options were different.
