We want to have a template & guidance on how to create new content for the curriculum platform so that anyone with the ability to use Github and edit a markdown file

Describe the problem
We want others through PL and PLN to be able to add content easily to enable them to create their own tutorials and pages about their projects

Proposed Solution

• Create a template for tutorals (.md file)
• Create a step-by-step readme for how to add a new tutorial, including instructions on any config files, JS, and markdown files that need to be created
• Create a template for adding a 'Dev-Tools' page (a .md)
• Create a step-by-step readme for how to add a new tutorial
