Jiralert should rethrow 4xx errors from Jira API #132

I have observed that if Jira API throws http 4xx error, Jiralert then returns http 500 error back to Alertmanager which then leads to Alertmanager continuously retrying requests and potentially overwhelming Jira server.

Is this expected behavior from Jiralert?
