According to the Matter-1.4 Device Library Specification (also in the 1.3 version) the attribute "OnLevel" is not required for the "Dimmable Light" device type: It is not listed in the section "Element Requirements" and according to the CSA this section supersedes the Application Cluster Specification where "OnLevel" is listed as mandatory for the Level Control Cluster. The behavior is more useful in scenarios other than lighting (e.g., sound enabled devices), which is probably why it's not present in the Dimmable Light device type.
In general, do you maybe only consider the information from the Application Cluster Specification? I was also surprised about the fact that the Device Library Specification overrides the cluster specification requirements.
It'd be helpful if the ZAP GUI doesn't display this as an error .
