/tmp/* が使えるみたいなので、リクエストとは別のタイミングで index.txt を生成して /tmp/ に配置すればいいのでは？
とはいえリクエストごとに別のストレージになってるのかもしれない
S3 にファイルを置いて rewrite で取りに行くとか
