Need to update requirements.txt

The catnip project needs an update due to the fact that the version of Werkzeug that is being pulled is not longer associating correctly to this version of flask.

Adding the following to flask-app/requirements.txt fixed the issue:

Werkzeug==2.2.2

[frankrimlinger]

The requirements.txt is pretty stale: this worked for me:

Flask==3.1.0
Werkzeug==3.1.3
