Classifying this as a bug since the WatchOS 2 app is extremely unreliable. The simulator was just too buggy, code samples from Apple didn't work well and user experience was highly variable. Things look a lot better in the current WatchOS and XCode 9.

WatchOS 3 version implemented in #11 as a stopgap.
