Migrate jobs database from S3 to Postgres #5

AWS S3 was used in order to simplify the architecture, as echidna's corpus and output needed a file storage database. However, jobs' state management is very cumbersome in S3, which is why moving to Postgres would greatly improve the maintainability of the project.
