Update Rates feeder generator to variant of new version developed in FY24

To get the continuing Rates work onto the new feeder generator capability developed in FY24, we need to make a custom variant for their analysis. How closely the feeders developed under the new model need to match the old model is being discussed. There does need to be some testing to compare the performance of the feeders under the old generator used for the Rates work in FY24 and this new version.
