"Handle high priority violations as Eclipse errors" - global setting is missing #101

It is not possible to switch OFF "Handle high priority violations as Eclipse errors" globally for all projects. This setting is only visible in project properties (it means .pmd file has to be part of each project).
Without .pmd file in project is that feature by default ON.
