New Version Broken

Hi, im currently using
Paper 1.16.5
and i downloaded the new version today and it didnt load in, basically /plugins did not show stackmob and the config file did not load in, once i installed the previous version 5.5.6 it worked fine

Please provide more details (exact server version, full logs, etc), because I can't reproduce your issue.
