如题，目前的追踪master的CI脚本是使用了 riscv-gnu-toolchain 的脚本的，使用了 submodule 之后，慢慢的合并 riscv/ 的仓库更新变成了问题。

目标：

提供一个新的、直接追踪 GNU upstream master 分支的 CI，并移除旧的已经失效的CI
提供一个或几个脚本自动跟踪目前的失败的cases，能够标记出来新增的失败用例进行提醒。

（mailing list 的 patchset 在另外的 jobs 中进行处理）
