New Rule Request: 'All Lights On'

Is it possible to have a new rule All Lights On (Taxi and Landing) during take off and landing ?

Options

• Customizable AGL altitude

Checks

• Landing : Both must be on at define level during descend/approach until landing.
• Take Off : Both must be on during takeoff roll until that defined AGL.

'Cause current landing light checks are MSL (mean sea level) altitude based and can not be edited to reflect only take off and landing phase checks.

As many airlines require them to be both on at landing and take off stage and define a AGL (above ground level) altitude to be them turned on/off in their checklists/SOPs.
