A robust policy would have a minimum levels of mask quality and fit. Eg "KF94 or better" , "well-fitted", "fit-tested". As written, baggy cloth masks would meet the standard.
Recommended: minimum of a medical mask for the "some effort" level, minimum of N95 for adults and KF94 for minors for the robust level.

Oh yes, that's a great idea, thank you! We're looking at making the overall grading more granular, perhaps by splitting "Efforts Made" into "Some Efforts Made" and "Significant Efforts Made," and I think your suggestion here maps neatly into a Some/Significant/Robust grading.
