Build fix todo list

The Spanish translation of the documentation is severely out of date

To fix the build the following files need to be updated and synced with doc-en:

• language/functions.xml
• language/oop5/final.xml
• language/types.xml
• language/types/array.xml
• reference/var/ini.xml
• reference/mbstring/ini.xml

The XInclude failure are "easy" to fix and I will do this when able as one just needs to update the markup of SplFileInfo methods and class definition.
