phonegap browser default not working

Just installed Phonegap Desktop and App. The app says 'downloading tap to cancel' then hangs. If I try to view the ip address 192.168.1.3 in a browser get the following message

This site can’t be reached
192.168.1.3 refused to connect.

My router uses 192.168.1.1 which in the browser takes me to the login page. Should phonegap be using this IP address? If so how can I change it?

If not most likely a firewall problem, though have tried with AVG and Windows firewall switched but still no joy.

Any suggestions?

Take a look at this FAQ, there are a bunch of suggestions that may help you include some that are Windows specific.
