Update the status of this project

This task is being used to track the progress of bringing this project back into development in 2024. Unless an existing maintainer can come in chime in, we will go through the code and data to determine the state of things, how things work, and then decide on next steps.

In scope for this ticket:

• Attempt to run the site and other resources within this project to see what is currently working and implement
• Update the README with the state and main features of the site
• Write up and conduct some data analysis on the existing DBs, classifying how data looks and what DBs are actually in use
