enable only a specific subset of keys?

https://github.com/philc/vimium/wiki/Disabling-Vimium#partially-disable-vimium-on-a-site has instructions for disabling a subset of keys with an exclusion rule. but that can be quite long if the page has many keyboard shortcuts i don't want to override. is there a way to add the opposite, only an inclusion rule? then i could say "J and K should be active, but all other shortcuts should be disabled" without having to tediously list out every shortcut the website normally uses.
