[NFR]: MediaInfo Like Feature

Request for something similar to MediaInfo in Phalcon at least at very basic level that reads mkv, mp4 and avi file metadata like; file-size, file-time, video-stream-codec, audio-stream-codec, encoded-date, video-bitrate, audio-bitrate. It an also include basic info about jpg, png and gif files. Maybe have a namespace for it like; Phalcon\File\Info or Phalcon\File\Meta.

This is a good candidate for the https://github.com/phalcon/incubator repo. Whoever wishes to tackle this can easily do so in PHP. If there is support and need from the community we can then port it to the main framework.
