Clusters are only dealt with in California with respect to weighting the composition data. Should this be looked at for OR and WA as well?

Cluster can easily be included in the Denominator of expansion_1 where it is included for California. Maybe a summary by species for which there are samples in more than one cluster by state would be helpful to see what fisheries would be affected.
