DebWV data are indeed duplicated in MRFSS for 1997 and 1998. Per the figure in #5, LNGTH is measured in recent years, with the exception of 1997 and 1998. These unmeasured lengths are derived from measured total_length from the DebWV dataset.

Based on ec9a801, there are four samples in deb's data for 1997 and 1998 that are not in the MRFSS data set, and one sample in the MRFSS data set that is not in deb's data. Thus, the overlap is not perfect, but the reason why DebWV are recreated in MRFSS should be explored and a solution done.

During our quillback team discussion on 12/9 we agreed to replace MRFSS PC data in 1997 and 1998 with those from Deb WV dataset. While one record does exist in MRFSS that is not in deb, there is a record in deb that is not in MRFSS that has the same length. Therefore, no data is lost.
