Decide on what to use for commercial catch in 1991

Landings in 1991 were very high. This issue was raised in the last assessment. We need to first be able to describe how this year's value was calculated, and then decide whether to use as is or apply some alternative value.

During the last assessment process there were discussions about unique fishing activity actually happening during this year, and therefore at the time there wasn't consensus that there was an actual 'issue' with this year.
